On December 12, 2025, the United Nations General Assembly in its 80th Session, unanimously adopted a draft resolution entitled “International Year of Legal Literacy, 2027”, introduced by the Republic of Tajikistan.

Building on the successful completion of Tajikistan’s nationwide Year of Legal Literacy in 2024, Leader of the Nation, President of the Republic of Tajikistan, Honorable Emomali Rahmon, advanced the idea of bringing this initiative to the international arena by proposing the designation of 2027 as the International Year of Legal Literacy during the General Debate of the 80th session of the UN General Assembly. In doing so, he underscored the universal value of legal literacy as a cornerstone of justice, effective governance, and sustainable peace.

The resolution recognizes the vital role of legal literacy in advancing human rights, public participation, and access to justice. It also takes note of Tajikistan’s successful experience in declaring 2024 as the Year of Legal Literacy, acknowledging it as a strong national example that significantly contributed to raising public legal awareness and demonstrated the value of coordinated national action in strengthening legal education.

The International Year of Legal Literacy is expected to mobilize global efforts by promoting national and international legal education initiatives, including the integration of legal studies into school curricula and professional training; strengthening access to legal information so that individuals, particularly women, children, and those in vulnerable situations can better understand and exercise their rights; supporting civil society and grassroots initiatives dedicated to advancing legal awareness and human rights education; and encouraging cooperation among United Nations entities, Member States, academic institutions, and civil society organizations to share best practices and deepen global legal understanding.

The resolution proclaims the year 2027 as the International Year of Legal Literacy, which marks a significant step forward in strengthening international collaboration to promote informed, just, and accountable societies. Asfa Holding Chairman of the Board of Directors, Asaf Atasoy, included the following statements in his message;

With the Universal Declaration of Human Rights adopted by the United Nations General Assembly 77 years ago in 1948, “December 10” is a special day that emphasizes our respect for human rights and the importance of these rights.

The right to life is undoubtedly humanity’s most fundamental and important right. This is followed by human emotions and behaviors such as unity, solidarity, love, respect, brotherhood, and friendship, regardless of religion, language, race, or gender.

Unfortunately, human rights and freedoms are still being violated worldwide, and crimes against humanity are being committed before the eyes of the world. The worst human rights violation is taking place in Gaza. Israel is committing massacres in Gaza, indiscriminately targeting babies, children, the elderly, and women, committing war crimes and crimes against humanity. Our state stands against the oppressor and stands with the oppressed, demonstrating its strongest condemnation of Israel’s inhumane attacks against our Palestinian brothers and sisters in Gaza. It is working diligently to mobilize the international community to stop the massacre in Gaza. Furthermore, it is spearheading humanitarian aid to Gaza.

Human rights are not just a matter for a specific region or segment of society, but for all of humanity. This must be achieved through the combined efforts of states, civil society, international organizations, and every individual.

Throughout history, our country has made significant contributions to a culture of peace worldwide by embracing diverse cultures and has always been a pioneer in international efforts to protect and promote fundamental human rights and freedoms. Our country will continue to be a leader, a reliable, and an exemplary implementer by working to eliminate the obstacles that prevent international human rights standards from being implemented for everyone.

With these feelings and thoughts, I hope that December 10th, World Human Rights Day, brings peace, tranquility, and happiness to all humanity; I hope we live in a world where human rights and freedoms are protected and observed, where there is no discrimination or violation, and where all troubles come to an end.

On July 25, 2025, the United Nations General Assembly unanimously adopted a landmark resolution entitled the “Role of artificial intelligence (AI) in creating new opportunities for sustainable development in Central Asia”, initiated by the Republic of Tajikistan.

Supported by the consensus of the UN Member States, the resolution marks a significant step toward building a global consensus on the ethical and safe use of AI, including the development of self-regulation mechanisms and responsible governance of AI technologies at the regional and national levels.

It also outlines key mechanisms for leveraging AI technologies to drive sustainable development across Central Asia. One of the key mechanisms proposed is the establishment of a Regional Artificial Intelligence Center in Dushanbe to coordinate joint AI implementation programs across Central Asia.

On April 25, 2025, during the 81st session of the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), on the initiative of the Republic of Tajikistan, the resolution “Strengthening cooperation on water resources and climate change for sustainable development in the Asia-Pacific region” was unanimously adopted.

According to the Resolution, the parties welcome the initiatives of the Republic of Tajikistan to hold in 2025 the International Conference on Glacier Protection and the Regional Preparatory Meeting for the UN Water Conference in 2026, and also call on all UN Member States, its relevant structures and other international and regional organizations, as well as interested parties, to take part in these events.

At the same time, this resolution calls the proclamation of 2025 as the International Year of Glaciers’ Preservation, the recognition of March 21 as the World Day for Glaciers, and the holding by the Republic of Tajikistan the International Conference on Glaciers’ Preservation in 2025 as opportunities for strengthening international solidarity.

On March 21, 2025 Minister of Foreign Affairs of the Republic of Tajikistan Sirojiddin Muhriddin held a meeting with the United Nations Under-Secretary-General for Economic and Social Affairs Li Junhua.

The adoption of the Universal Declaration of Human Rights by the United Nations on 10 December 1948 is an important first step towards the international protection of human rights, and therefore, 10 December is celebrated as “Human Rights Day” in all countries of the world.

When the “Universal Declaration of Human Rights”, defined as the constitution of human rights by the United Nations General Assembly, was declared on December 10, 1948, international mechanisms were established and put into operation to prevent human rights violations all over the world. In this context, a series of legal regulations were made in our country and these rights were also protected by the Constitution and Laws. The protection of human rights in our country and their further advancement are among the primary goals of all segments of our society. Our efforts to always reach the better and more beautiful will continue without ever considering the point we have reached in the field of human rights, which is accepted as a measure of development, as sufficient.

In this context, as a state and a nation, we are determined and resolute to embrace human rights and freedoms, see our differences as richness in the axis of love, respect and tolerance, and carry these values ​​into the future in a way that will make our country much stronger.

With these feelings and thoughts; I celebrate December 10th World Human Rights Day, with the wish for a world where there are no human rights violations and love and brotherhood prevail, and I hope it will be a blessing for all humanity.
